Planning Board minutes for Thursday May 8, 2014
The join meeting of the Planning Board and the ZBA opened at 7:05.
Planning Board members present: Maggie Leonard, co-chair, Stephen Enoch, co-chair, Alan Salamon, Larry Klein, Barry Karson, and Roger Tryon. Planning Board members absent: Tom Sawyer.
ZBA members present: Jon Levin, Bob Lazzarini, and Fred Chapman.
Members of the Planning Board and the ZBA met to discuss corrections and changes to the Zoning Bylaws. Copies of the Zoning Adoption Guidelines were distributed and discussed. See attached letter from ZBA for a list of the proposed changes and additions.
•Section 1.3 Scope – add language re: number of dwellings on one lot
•Section 2.4.2 Description of Districts – Business District – should have map that clearly defines; do not split existing lots; use map, narrative, and GPS coordinates
•3.1.3 Table of Use Regulations, B. Exempt and Institutional Uses Child care center – discussion of state law. (What did we decide with this one?)
•3.1.3 Craft sales and renting of rooms – limit number of rooms? Concern about amount of activity in residential district.
•3.1.3. D. Review entire table (boat livery should be “Y” in LS, etc.)
•3.1.3 F. Studio Business – table blank; correct typo.
•3.2.2 Customary Home Occupation—maximum number of employees and subcontractors.
•Dimensional Requirements – ZBA wants footnote in pre-revision bylaw to be added re: lots in existence prior to 1986/15 ft. setbacks.
•Definition of family
•Setbacks – add sentence about definition of structures.
•Expanding rights of non-conforming structures.
The mail was opened: Great Barrington, solar array, community center use & fairgrounds; Foresight Engineering, dock permit, Laurel Banks, Lake Buel.
Klein motioned to adjourn and Salamon seconded; the meeting was adjourned at 9:25 p.m.
